到工研院上班了三個禮拜
瞭解了很多工研院的現況與歷史
身旁很多朋友都對工研院頗為陌生
尤其是一堆中研院 / 工研院 / 中科院
連我老媽都搞不清楚
從前的我也是
但一進工研院後
組長馬上借了我一本天下文化出版的 “創新引擎 – 工研院”
這本書的作者是個記者
訪問許多資歷很深的工程師與主管
書中的每個人談到工研院時無不充滿著驕傲與使命感
大家都記得臺灣曾經有個人對臺灣經濟非常有貢獻
那個人就是孫運璿
三十年前的孫運璿是個經濟部長
當時臺灣仍然是個勞力密集的社會
西方國家的資訊與半導體技術才剛起步
臺灣根本沒有這些技術
孫運璿為了將台灣經濟轉型成技術密集型態
因此在 1974 年毅然決然的花費龐大資金建立了工研院
並將所有的資金都孤注一擲在積體電路計劃上
然而這些資金卻連一項國外的積體電路技術移轉費用都付不起
工研院是建立起來了
但臺灣裡根本沒人懂技術
當時的臺灣外國留學生不少
但也沒有人肯願意回到國內貢獻所學
國內也沒有地方有能力收留這些人
終於美國無線電公司(RCA)答應了工研院派遣人員到美國學習技術
因此工研院選出了十幾位年輕的工程師前往美國
開啟了臺灣經濟發展的新頁
不難想到這批年輕的工程師如今已是各大企業的董事長和總經理
然後當時的他們就像我們一樣懵懵懂懂
不知自己的未來在哪裡
他們只知道
搞砸了這個計劃
臺灣的電子業將再也跟不上世界的腳步
因此不眠不休的努力學習
這批人總算學有所成
帶著當時最新的積體電路技術歸國
並利用所學的知識建立了一座實驗電子工廠
當時的第一個產品只是個技術層次很低的電子錶
但儘管如此卻仍拿不到訂單
沒人想跟工研院買這些電子錶
後來總算靠著人脈關係
第一批的電子錶出貨了
也鼓舞了這批工程師的心情
正當這座實驗工廠的產能需求愈來愈高時
工研院將這座工廠移轉給了民間企業
這正是工研院在臺灣經濟中扮演的腳色
工研院並不是個賺錢的單位
其目的在扶持中小企業
幫助他們轉型與提升技術
因此每當工研院發展出成熟的技術後
便會將技術移轉給各家民間公司

一個個電子與資訊技術都在工研院中發展出來並不斷的移轉給民間企業
正式將臺灣經濟帶入知識技術時代
自此工研院不斷的擴張與改造
